UNESCO Director-General Visits Lebanon to Mobilize International Community for Reconstruction Efforts

UNESCO Director-General Audrey Azoulay Visits Beirut to Mobilize the International Community and Make Education, Culture and Heritage the Main Pillars of Reconstruction Efforts in the Wake of the Devastating Explosions

 

Beirut, 24 August 2020 –UNESCO’s Director-General Audrey Azoulay will travel to Lebanon on Wednesday, 26 August 2020, for a two-day official visit. During this trip, she will meet with people affected by the explosions of 4 August, and visit schools and historical buildings in Beirut that were heavily damaged by the blasts.

In the context of the UN response to these events, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has been entrusted with the task of coordinating the international response in education. The Director-General will meet officials and civil society representatives with a view to assessing the situation and fine-tuning UNESCO'S work in solidarity with the Lebanese people, as they seek to rebuild their capital city.

“The Lebanese people can count on UNESCO's support in mobilizing all actors and helping preserve the rich cultural life and heritage of Beirut," said the Director-General. “I will ensure that education and culture are a central part of reconstruction efforts, and that special attention is given to the most vulnerable. Education, heritage and culture must be the foundations of the reconstruction,” she added.

The latest assessment shows that close to 160 public and private schools in Beirut and surrounding areas were damaged by the blast, which could deprive more than 85,000 Lebanese and non-Lebanese students of the right to education. As rehabilitating schools is a necessary condition for access to primary and secondary education, UNESCO was designated to lead efforts by partners and donors to rehabilitate schools, and to ensure that learning never stops.

In addition, at least 8,000 buildings in Beirut were impacted by the blasts, especially in the central districts of Gemmayzeh and Mar Mikhaël. Among them are some 640 historic buildings, approximately 60 of which are at risk of collapse. UNESCO will lead the international mobilization for the recovery and reconstruction of Beirut’s culture and heritage, based on Lebanon’s technical needs assessment, and develop the International Action Plan for Culture in Beirut with all its partners, in Lebanon and abroad.

المديرة العامة لليونسكو تتوجه إلى بيروت لتعبئة المجتمع الدولي وتسخير التعليم والثقافة والتراث لإعادة الإعمار في أعقاب الانفجارين المدمرين

 

بيروت، 24 آب/أغسطس 2020 – من المُزمع أن تتوجه المديرة العامة لليونسكو، أودري أزولاي، في زيارة رسميّة إلى لبنان يوم الأربعاء الموافق 26 آب/أغسطس 2020. وسوف تلتقي على مدار يومين الناس الذين تضرروا من الانفجارين اللذين ضربا أركان المدينة في 4 آب/أغسطس، وسوف تزور أيضاً مدارس بيروت ومبانيها التراثية التي تكبّدت أضراراً جسيمة إثر الانفجارين.
وفي سياق الاستجابة التي تقدّمها الأمم المتحدة لهذه الأحداث، أُنيطت بمنظمة الأمم المتحدة للتربية والعلم والثقافة (اليونسكو) مسؤولية تنسيق الاستجابة الدولية في مضمار التعليم. وسوف تلتقي المديرة العامة ثلّة من المسؤولين والممثلين عن المجتمع المدني من أجل تقييم الوضع، وصقل الأعمال التي ستضطلع بها اليونسكو تضامناً مع الشعب اللبناني في سعيهم لإعادة إعمار عاصمتهم.
وفي هذا السياق، قالت المديرة العامة: "يستطيع الشعب اللبناني التعويل على الدعم الذي تقدّمه اليونسكو عن طريق تعبئة كافة الجهات الفاعلة والمساعدة في صون الغنى الكامن في الحياة الثقافية والتراث في بيروت. وسأكفل أن يتبوّأ التعليم والثقافة مكانةً مركزيةً في خضم جهود إعادة الإعمار، وأن تولى الفئات الأشد ضعفاً اهتماماً خاصاً. ويجب أن يكون التعليم والتراث والثقافة الأساس الذي تستند إليه جهود إعادة الإعمار."

تُظهر آخر التقييمات التي أُجريت أنّ الانفجار ألحق أضراراً بقرابة 160 مدرسة رسميّة وخاصة في بيروت وضواحيها، الأمر الذي سلب أكثر من 85 ألف طالب لبناني وغير لبناني الحقّ في التعليم. ونظراً لأن إعادة تأهيل المدارس تمثّل شرطاً ضرورياً لضمان الانتفاع بالتعليم الابتدائي والثانوي، فقد كُلّفت اليونسكو بقيادة الجهود التي يبذلها الشركاء والجهات المانحة لإعادة تأهيل المدارس، والحرص على عدم توقّف التعليم قط.

وعلاوة على ذلك، تأثّر 8000 مبنى على الأقل في بيروت بالانفجارين، ولا سيما في منطقتي الجُمّيزة ومار ميخائيل المركزيتَين، ويشمل هذا العدد زهاء 640 مبنى تراثي، من بينها 60 مهدّدة بالانهيار. وسوف تتصدر اليونسكو التعبئة الدولية الرامية إلى إنعاش معالم الثقافة والتراث في بيروت وإعادة إعمارها، وذلك استناداً إلى تقييم الاحتياجات التقنية للبنان وخطة العمل الدولية للثقافة في بيروت، وذلك بمعية شركائها كافة في لبنان والخارج.
