Unveiling Ceremony of the World Heritage Plaque and Presenting the Conservation Management Plan

Tripoli, Friday 26 April 2024

I am honored to be with you today in Tripoli on this special occasion to unveil the plaque of Rashid Karami International Fair as UNESCO World Heritage site.

I would like also to congratulate the Ministry of Culture and all involved stakeholders for the nomination of the Tripoli International Fair as UNESCO World heritage site. The Fair is one of the major representative works of 20th century modern architecture in the region. The close collaboration between Oscar Niemeyer, the architect of the project, and Lebanese engineers gave rise to a remarkable example of exchange between different continents.

I would also like to congratulate H.E. caretaker Prime Minister Najib Mikati, and the Government of the Republic of Lebanon for the designation of Tripoli as Arab capital of Culture for 2024. This not only serves to emphasize the importance and significance of Tripoli, but it also reinforces its role as a center for culture and heritage in Lebanon.

Both these nominations are a strong confirmation of Tripoli ‘s value in the country.

The Fair’s history is a reflection of the history of Lebanon. It is a testimony of its glorious times in the period early 1960s- mid 1970s, the challenging periods that followed, including in times of conflict, but most importantly, It is a constant reminder of the creativity, the capabilities and the resilience of the Lebanese people and their determination to overcome challenges.

Excellencies, Ladies and Gentlemen,

Our presence today demonstrates that a shared commitment by all stakeholders is important to safeguard this heritage for future generations in Tripoli and all the country.

I call on the national actors and their partners to continue their engagement, demonstrate ownership and actively contribute to the preservation of the site. The objective now should be to ensure that very soon the Fair will no longer be “in Danger”.

The UN remains steadfast in its commitment to providing support, particularly through UNESCO's office here in Lebanon. The cultural heritage preservation should not be considered as a luxury but as an investment in Lebanon’s future. Culture is a global public good that brings people together and a source of sustainable development and social stability. And we must continue working together toward preserving it.

دَولَة رئيس مَجلِس الوُزَراء نَجيب ميقاتي،

أصحابُ السَّعادَة،

السُّفَراء، الزُّمَلاء في الأُمم المُتَّحِدَة،

الضُيوفُ الكِرام، السَيّداتِ والسّادَة،

يُشَرِّفُني أن أتواجَد مَعَكُم اليوم في طَرابلُس في هذه المُناسَبَة الخاصّة لإزاحَةِ السّتارِ عَن لوحَة إِدراج مَعرَض رَشيد كَرامي الدَّوليّ على لائِحَة التُّراث العالمي لليونَسكو.

أَوَدُّ في هذه المُناسبة أن أُهَنّئ وِزارَة الثَّقافَة وَجَميعِ الجهّاتِ المَعنِيَّةِ المُشارِكَة في تَرشيحِ مَعرَض طَرابلُس الدَّوليّ كَمَوقِع تُراثٍ عالَميٍّ لليونسكو. يُعَدُّ المَعرَضُ واحدًا منَ أَهَمِّ الأعمالِ التي تُمَثّل الهَندسةِ المعماريّةِ الحديثةِ في القَرنِ العِشرين في المنطقة. وقد أدّى التًّعاوُنَ الوثيقَ بين أوسكار نيماير، مُهندسُ المشروع، والمُهندِسينَ اللُّبنانيينَ إلى تَقديمِ مِثالٍ بارِزٍ لِتلاقي الرؤى بَينَ قارّاتٍ مُختَلِفَة.

أَوَدُّ أَيضًا أن أُهَنّئ مَعالي رَئيس مَجلِس الوُزَراء في حُكومَةِ تَصريفِ الأعمال دَولَة الرَّئيس نَجيب ميقاتي، وحُكومَة جُمهورِيَّة لُبنان على اختيار طَرابلُس "عاصِمَة الثّقافَة العَرَبِيّة لِعام 2024". إنَّ هذا الأمر يؤكّد أَهَمِيَّة ومِحوَرِيَّة طَرابلُس، كما يُعَزِّز دَورَ المَدينة كَمَركَز للثَقافَة والتُّراث في لُبنان.

إنّ هذا الاختيار يُعَدُّ تأكيدًا قَويًّا على قيمَةِ طَرابلُس في هذا البلد.

إنّ تاريخ مَعرَض رَشيد كرامي يَعكُس تاريخ لُبنان. ويُعَدُّ شاهِداً على تاريخِهِ الرّائِع في الفَترةِ المُمتَدَّة بين أوائل السّتينيّات ومُنتَصَفِ السّبعينيّات، وفَتَراتِ النزاع الصَّعبَة التّي تَلَت تِلكَ السَّنَوات، ولعلَّ الأهَمَّ مِن ذلكَ، انَّهُ تَذكيرٌ دائِمٌ بإبداعِ الشَّعبِ اللُّبنانيِّ وقُدُراتِهِ ومُرونَتِهِ وعزيمَتِهِ في التَّغَلُّبِ على التَّحَدّيات.

أصحابُ السَّعادَة، السَيّداتِ والسّادَة،

إنّ حُضُورَنا اليوم يُظهِرُ أنّ التزام جَميعِ الجّهاتِ المعنيّة مهمٌّ لحمايةِ هذا التُّراثِ ليس فقط للأجيالِ القادمةِ في طَرابلُس، بل للبَلَدِ كَكُلّ.

 وإنّني أدعو الجِهّات الوطَنيّة ومُختَلَف الشُّرَكاء إلى مواصَلَةِ التزامِهِم، وَعمَلِهم الدَؤوب من أجلِ الحفاظ ٍعلى هذا المَوقَعٍ الأثريّ الهامّ، فالهَدَفُ الأسمى يَنبَغي أن يَتَمَحوَر حَولَ ضمانِ عَدَم تَعَرُّض هذا الموقِع لأيّ خَطَر.

دَعوني أؤكّد أنّ الأُمَمُ المُتَّحِدَة ستُواصِل دعمها الثّابت للجهود الوطنيّة الرامية إلى الحفاظِ على التُّراث الثَّقافي الأمر الذي يُعتبر استثماراً في مُستَقبَلِ لُبنان. إنّ الثَّقافَة تُعدّ بِمثابَة مَنفَعَة عالَميّة عامّة تَجمَعُ الشّعوب وهي أيضاً مصدَر للتَنمِيَة المُستَدامَة والاستِقرار الاجتِماعي. لذلكَ يَجِبُ عَلينا أن نَستَمِرّ في العَمَلِ معًا نَحوَ الحِفاظِ عَلَيهِ.
