- Joint Statement -

A meeting of the International Support Group for Lebanon (ISG), chaired by the United Nations and France and attended by the Prime Minister of Lebanon, was held in Paris on 8 December. China, Egypt, Germany, Italy, Russia, the United Kingdom, the United States, the European Union, the League of Arab States, the Office of the United Nations High Commissioner for Refugees, the United Nations Development Programme, the Office of the United Nations Special Coordinator for Lebanon and the World Bank also took part in the meeting.

The participants reaffirm their commitment to the stability, security and sovereignty of Lebanon and their support for the ongoing efforts of the Lebanese authorities to restore normal functioning of institutions and prepare the holding of legislative elections by May 2018 and in accordance with international standards. The Group recalls the need to protect Lebanon from the crises that are destabilizing the Middle East and calls upon all regional States and organisations to work for the political, social, economic, and financial stability and security of Lebanon, in full respect of its sovereignty and integrity.

The Group expresses satisfaction for the return to Beirut of Prime Minister Saad Hariri, a key partner for safeguarding the unity and the stability of Lebanon. It welcomes his decision, made in agreement with the President of the Lebanese Republic, Michel Aoun, to continue his term at the head of the Government. The Group notes the resumption of the Council of Ministers on 5 December 2017 and its decision on disassociation from any regional conflicts and wars and from internal affairs of Arab countries. It will pay close attention to the implementation of the Council’s decision by all Lebanese parties in the spirit of national concord and compromise. In particular, it calls upon all Lebanese parties to implement this tangible policy of disassociation from and non interference in external conflicts, as an important priority, as spelled out in previous declarations, in particular the 2012 Baabda Declaration.

The Group reiterates the need for full implementation and full respect of all UN Security Council resolutions, including resolutions 1559 (2004) and 1701 (2006). It commends the role of the United Nations Interim Force in Lebanon (UNIFIL) in maintaining calm along the Blue Line and its cooperation with the Lebanese Armed Forces (LAF) with the aim of extending and consolidating the authority of the Lebanese State across the whole of the national territory. It expresses its deep concern at all violations in connection with resolution 1701 (2006) in particular the incidents detailed in the reports of the Secretary General to the Council on the implementation of resolution 1701. It calls upon the LAF and UNIFIL to step up their cooperation, with the goal of speeding up the effective and durable deployment of the LAF in southern Lebanon and the territorial waters of Lebanon, in accordance with resolution 2373 (2017), and encourages the LAF to continue the initial steps it has taken in this regard.

Given the security challenges faced by Lebanon, particularly the terrorist threat, and recalling the importance of implementing the previous commitments that require there will be no weapons other than that of the Lebanese State, the Group calls on all Lebanese parties to resume discussions towards a consensus on a National Defense Strategy and welcomes the President of the Lebanese Republic’s statement in this regard. The Group commends the role played by the LAF and by all State security institutions in protecting the country, its borders and its population. It recalls that the LAF are the only legitimate armed forces of Lebanon, as enshrined in the Lebanese constitution and in the Taif agreement. The Group calls upon the international community to continue, coordinate and step up its support to these institutions, which are crucial to cement Lebanon’s sovereignty and unity. In this context and in order to support Lebanese efforts in this endeavour, the Group welcomes the holding of the “Rome II” meeting to be hosted by Italy.

The Group commends the generous efforts made by the Lebanese people and the Lebanese authorities to host Syrian refugees. It recalls the importance, when conditions allow, of a safe, dignified and non-coercive UN-facilitated return of refugees, in accordance with international law and humanitarian principles, including the principle of non-refoulement. It calls upon the international community to increase its support for Lebanese host communities and refugees in Lebanon, and looks forward, to this end, to the holding of the “Supporting the future of Syria and the region” Conference, at the invitation of the European Union.

The Group calls upon the government of Lebanon, and in liaison with all Lebanese institutions and parties, to further accelerate its programme of reforms in order to enable all Lebanon’s institutions, economic players and citizens to ensure political and economic stability built on a functional, transparent and democratic State. In the light of the difficulties faced by the Lebanese economy, and in particular the economic consequences of the Syrian crisis, the Group calls upon private sector players and all regional and international actors to support Lebanon. It welcomes the holding of an international investors conference in support of the Lebanese Government’s reforms and investment plan aimed at jumpstarting growth, creating job opportunities and renovating infrastructures. It calls upon private and public players to contribute to these efforts. The group commends the important role played by the Lebanese Central Bank in maintaining financial stability in the country.  

The Group welcomes the prospect of future meetings with different configurations and levels as needed, and reaffirms its commitment to support all efforts to overcome pressing challenges.

Réunion ministérielle du Groupe international de soutien au Liban

Une réunion du Groupe international de soutien au Liban (GIS), présidée par les Nations Unies et la France et à laquelle le Premier ministre du Liban a assisté, s’est tenue à Paris le 8 décembre. L’Allemagne, la Chine, l’Égypte, les États-Unis, l’Italie, le Royaume-Uni, la Russie, l’Union européenne, la Ligue des États arabes, le Haut-Commissariat des Nations Unies pour les réfugiés, le Programme des Nations Unies pour le développement, le Bureau du Coordonnateur spécial des Nations Unies pour le Liban et la Banque mondiale ont également pris part à cette réunion.

Les participants réaffirment leur attachement à la stabilité, à la sécurité et à la souveraineté du Liban, ainsi que leur soutien aux efforts réalisés actuellement par les autorités libanaises pour restaurer le fonctionnement normal des institutions et préparer la tenue d’élections législatives d’ici à mai 2018, conformément aux normes internationales. Le GIS rappelle la nécessité de protéger le Liban des crises qui déstabilisent le Moyen-Orient et appelle tous les États et organisations de la région à travailler à la stabilité et sécurité politiques, sociales, économiques et financières du Liban dans le respect de sa souveraineté et de son intégrité.

Le GIS exprime sa satisfaction concernant le retour à Beyrouth du Premier ministre, M. Saad Hariri, qui est un partenaire clé pour la préservation de l’unité et de la stabilité du Liban. Il salue la décision de M. Hariri, prise en accord avec le Président de la République libanaise, M. Michel Aoun, de poursuivre son mandat à la tête du gouvernement. Le Groupe prend bonne note de la reprise du Conseil des ministres le 5 décembre 2017, ainsi que de sa décision de dissocier le Liban de tout conflit ou guerre de la région et des affaires internes des pays arabes. Il suivra de près la mise en œuvre des décisions du Conseil par toutes les parties libanaises dans un esprit d’entente nationale et de compromis. En particulier, il appelle toutes les parties libanaises à mettre en œuvre cette politique concrète de dissociation et de non-ingérence dans les conflits externes, qui est une priorité importante énoncée dans de précédentes déclarations et notamment dans la Déclaration de Baabda de 2012.

Le Groupe souligne la nécessité de mettre en œuvre et de respecter pleinement toutes les résolutions du Conseil de sécurité des Nations Unies, notamment les résolutions 1559 (2004) et 1701 (2006). Il salue le rôle joué par la Force intérimaire des Nations Unies au Liban (FINUL) pour maintenir le calme le long de la Ligne bleue, ainsi que sa coopération avec les forces armées libanaises (FAL) afin d’étendre et de consolider l’autorité de l’État libanais sur l’ensemble du territoire national. Il exprime sa profonde inquiétude au vu de toutes les violations liées à la résolution 1701 (2006), en particulier les incidents détaillés dans les rapports du Secrétaire général du Conseil portant sur l’application de la résolution 1701. Le GIS appelle les FAL et la FINUL à renforcer leur coopération, afin d’accélérer le déploiement efficace et durable des FAL dans le sud et dans les eaux territoriales du Liban conformément à la résolution 2373 (2017), et il encourage les FAL à poursuivre les premières mesures qu’elles ont prises dans ce but.

Compte tenu des difficultés que connaît le Liban en matière de sécurité, en particulier la menace terroriste, et rappelant la nécessité de mettre en œuvre les engagements précédents, selon lesquels seul l’État libanais peut détenir des armes, le Groupe appelle toutes les parties libanaises à reprendre les discussions pour atteindre un consensus sur une Stratégie nationale de défense, et il se félicite de la déclaration du Président de la République libanaise à ce sujet. Le Groupe salue le rôle joué par les FAL et par toutes les institutions de sécurité de l’État dans la protection du pays, de ses frontières et de sa population. Il rappelle que les FAL sont les seules forces armées légitimes du Liban, comme énoncé dans la constitution libanaise et dans l’accord de Taëf. Il appelle la communauté internationale à poursuivre, à coordonner et à accroître son soutien à ces institutions, qui sont essentielles à la consolidation de la souveraineté et de l’unité du Liban. Dans ce contexte, et afin de soutenir les efforts du Liban vers cet objectif, le Groupe se félicite de l’organisation de la réunion « Rome II », qui aura lieu en Italie.

Le Groupe loue les efforts généreux entrepris par le peuple et les autorités du Liban pour accueillir des réfugiés syriens. Il rappelle la nécessité, lorsque les conditions le permettront, d’un retour des réfugiés sûr, digne, non coercitif et facilité par l’ONU, conformément au droit international et aux principes humanitaires, y compris au principe de non-refoulement. Il appelle la communauté internationale à augmenter son soutien aux communautés d’accueil libanaises et aux réfugiés se trouvant au Liban et, dans cette perspective, il se réjouit à l’avance de l’organisation de la Conférence « Soutenir l’avenir de la Syrie et de la région » à l’invitation de l’Union européenne.

Le Groupe appelle le Gouvernement du Liban à accélérer encore son programme de réformes, en collaboration avec toutes les institutions et parties libanaises, afin de permettre à toutes les institutions du Liban, aux acteurs économiques et aux citoyens de bénéficier d’une stabilité politique et économique reposant sur un État transparent et démocratique fonctionnant bien. À la lumière des difficultés que connaît l’économie libanaise, notamment les conséquences économiques de la crise syrienne, le Groupe appelle les acteurs privés ainsi que tous les acteurs régionaux et internationaux à soutenir le Liban. Il se félicite de l’organisation d’une conférence internationale des investisseurs en soutien aux réformes et au plan d’investissement du Gouvernement libanais, dont le but est de relancer la croissance, de créer des emplois et de rénover les infrastructures. Il incite les acteurs publics et privés à contribuer à ces efforts. Le Groupe salue le rôle majeur joué par la Banque centrale libanaise pour maintenir la stabilité financière dans le pays. 

Le Groupe se félicite de la perspective de futures réunions dans différents formats et niveaux selon les besoins, et il réaffirme sa détermination à soutenir tous les efforts visant à résoudre les problèmes urgents.

الاجتماع الوزاري لمجموعة الدعم الدولية للبنان

عُقد اجتماع مجموعة الدعم الدولية للبنان برئاسة الأمم المتحدة وفرنسا وبحضور رئيس الوزراء اللبناني في باريس في 8 كانون الأول. وشارك في هذا الاجتماع كلٌّ من الصين ومصر وألمانيا وإيطاليا وروسيا والمملكة المتحدة والولايات المتحدة الأمريكية والاتحاد الأوروبي وجامعة الدول العربية ومفوضية الأمم المتحدة لشؤون اللاجئين وبرنامج الأمم المتحدة الإنمائي ومكتب منسّق الأمم المتحدة الخاص لشؤون لبنان والبنك الدولي.

ويؤكّد المشاركون مجددًا التزامهم باستقرار لبنان وأمنه وسيادته، ودعمهم الجهود الحالية التي تبذلها السلطات اللبنانية من أجل استعادة الأداء الطبيعي للمؤسسات والتحضير لتنظيم الانتخابات التشريعية في أيار 2018، تماشيًا مع المعايير الدولية. وتذكّر المجموعة بضرورة حماية لبنان من الأزمات التي تزعزع استقرار الشرق الأوسط وتدعو جميع الدول والمنظمات الإقليمية إلى العمل من أجل حفظ الاستقرار والأمن السياسيين والاجتماعيين والاقتصاديين والماليين في لبنان، في ظلّ مراعاة سيادة لبنان وسلامة أراضيه على نحو تام.

وتعرب مجموعة الدعم الدولية عن ارتياحها لعودة رئيس الوزراء السيد سعد الحريري إلى بيروت، فهو يُمثّل شريكًا رئيسًا لصون وحدة لبنان واستقراره، وتشيد بالقرار الذي اتخذه بالاتفاق مع رئيس الجمهورية اللبنانية السيد ميشال عون بشأن إتمام ولايته كرئيس للحكومة. وتنوّه المجموعة باستئناف انعقاد مجلس الوزراء في 5 كانون الأول 2017 وبقراره المتمثّل بالنأي بالنفس عن الصراعات والحروب الإقليمية وعن التدخّل بشؤون البلدان العربية. وستولي المجموعة اهتمامًا خاصًا لتنفيذ جميع الأطراف اللبنانية قرار مجلس الوزراء انطلاقًا من روح التوافق والتسوية الوطنيين. وتدعو بصورة خاصة جميع الأطراف اللبنانية إلى تنفيذ سياسة النأي بالنفس عن الصراعات الخارجية وعدم التدخّل فيها، ونولي أهمية كبيرة لهذا الأمر، وفقًا لما ورد في الإعلانات السابقة وتحديدًا في إعلان بعبدا لعام 2012.

وتكرر مجموعة الدعم الدولية ضرورة تطبيق القرارات الصادرة عن مجلس الأمن التابع للأمم المتحدة والتقيّد بها على نحو تام، بما فيها القرارين 1559 (2004) و1701 (2006). وتثني على دور قوّة الأمم المتحدة المؤقتة في لبنان في حفظ الهدوء على طول الخط الأزرق وتعاونها مع الجيش اللبناني بهدف توسيع نطاق سلطة الدولة اللبنانية وترسيخها على كامل الأراضي اللبنانية. وتعرب عن قلقها العارم إزاء جميع انتهاكات القرار 1701 (2006) ولا سيّما الأحداث التي ذُكرت بالتفصيل في تقارير الأمين العام لمجلس الأمن بشأن تطبيق القرار 1701. وتدعو المجموعة الجيش اللبناني وقوّة الأمم المتحدة المؤقتة في لبنان إلى تعزيز تعاونهما في سبيل الإسراع في نشر الجيش اللبناني في جنوب لبنان والمياه الإقليمية اللبنانية على نحو فاعل ومستدام، وفقًا للقرار 2373 (2017)، وتحث الجيش اللبناني على مواصلة الخطوات الأولية التي قام بها في هذا الصدد.

وبالنظر إلى التحديات الأمنية التي يواجهها لبنان ولا سيّما التهديد الإرهابي، وبالإشارة إلى ضرورة التقيّد بالالتزامات السابقة التي تتضمن عدم حيازة أي أسلحة غير أسلحة الدولة اللبنانية، تدعو مجموعة الدعم الدولية جميع الأطراف اللبنانية إلى استئناف المناقشات من أجل التوافق على خطة الدفاع الوطنية، وتشيد ببيان رئيس الجمهورية اللبنانية المتعلّق بهذه الخطة. وتثني المجموعة على الدور الذي أداه الجيش اللبناني وجميع المؤسسات الأمنية في حماية البلاد وحدودها وشعبها. وتذكّر بأن الجيش اللبناني هو القوة المسلّحة الشرعية الوحيدة في لبنان، وفق ما كرّسه الدستور اللبناني واتفاق الطائف. كما تدعو المجتمع الدولي إلى مواصلة دعم هذه المؤسسات وتنسيقه والنهوض به، إذ تؤدي هذه المؤسسات دورًا جوهريًا في حفظ سيادة لبنان ووحدته. وفي هذا السياق وسعيًا إلى دعم المساعي اللبنانية المبذولة في هذا الشأن، تشيد المجموعة بعقد اجتماع مؤتمر "روما 2" في إيطاليا.

وتثني مجموعة الدعم الدولية على الجهود الحثيثة التي يبذلها لبنان، شعبًا وسلطات، من أجل استقبال اللاجئين السوريين. وتذكّر بضرورة عودة اللاجئين إلى ديارهم عودةً آمنة وكريمة وغير قسرية متى تتوفر الظروف المناسبة على أن تيسّر الأمم المتحدة هذه العودة، وذلك وفقًا للقانون الدولي والمبادئ الإنسانية، بما في ذلك مبدأ عدم الإعادة القسرية. وتدعو كذلك المجتمع الدولي إلى تعزيز دعم المجموعات اللبنانية المضيفة واللاجئين في لبنان، وتتطلع في هذا الصدد إلى عقد مؤتمر "دعم مستقبل سورية والمنطقة" بدعوة من الاتحاد الأوروبي.

وتدعو مجموعة الدعم الدولية الحكومة اللبنانية إلى تسريع وتيرة برنامج الإصلاحات الخاص بها، بالتنسيق مع جميع المؤسسات والأطراف اللبنانية، بغية تمكين جميع المؤسسات اللبنانية والجهات الفاعلة في القطاع الاقتصادي والمواطنين اللبنانيين من تحقيق الاستقرار السياسي والاقتصادي القائم على دولة كفوءة وشفافة وديمقراطية. وفي ظل الصعوبات التي يواجهها الاقتصاد اللبناني وخاصة التداعيات الاقتصادية الناجمة عن الأزمة السورية، تدعو المجموعة الجهات الفاعلة في القطاع الخاص والجهات الفاعلة على الصعيدين الإقليمي والدولي إلى دعم لبنان. وتشيد بعقد مؤتمر دولي للمستثمرين بهدف دعم إصلاحات الحكومة اللبنانية وخطة الاستثمار الرامية إلى النهوض بالنمو واستحداث فرص عمل وتأهيل البنى التحتية. وتدعو الجهات الفاعلة في القطاعين الخاص والعام إلى الإسهام في هذه الجهود. وتثني المجموعة على الدور البارز الذي أداه مصرف لبنان في المحافظة على الاستقرار المالي في البلاد. 

وتشيد مجموعة الدعم الدولية باحتمال تنظيم اجتماعات مقبلة تتخذ صيغ متنوعة وتُعقد على عدّة مستويات كما تدعو الحاجة، وتعيد كذلك تأكيد التزامها بدعم جميع الجهود التي تُبذل في سبيل التصدّي للتحديات الملحّة.
