The Lebanon Humanitarian Fund allocates US$6 million to respond to the fuel crisis in Lebanon

Beirut, 6 September 2021 – The United Nation’s Humanitarian Coordinator for Lebanon, Najat Rochdi, announced a US$6 million allocation from the Lebanon Humanitarian Fund (LHF) to ensure the continuation of critical health care services affected by the ongoing fuel crisis in the country. This will complement a $4 million allocation from the Central Emergency Response Fund (CERF) in support of water services as announced last week by the Emergency Relief Coordinator. 

The announcement came as severe electricity and fuel shortages have been affecting Lebanon, threathening essential services such as health care and water provision, and putting hundred thousands families on the brink of a humanitarian catastrophe. 

The new LHF reserve allocation aims to facilitate access to fuel for critical life saving health service providers, including 246 Primary Health Care centers, 554 dispensaries and 65 hospitals, to continue to operate over the next three months. A central warehouse and distribution sites at district level used to maintain cold chain and safe storage of essential health commodities, such as vaccines and other temperature-sensitive critical medicines, will also be supported. The fuel will be directly distributed to the facilities.

“The ongoing fuel crisis has brough additional hardship to the vulnerable populations who have already been suffering from the severe consequences of the compounded crises in the country. With generous contributions from the donors, and as a complement to the CERF allocation, the LHF will provide exceptional time-bound humanitarian support to ensure continuation of  critical health services in the country for a maximum of three months”, said Dr. Najat Rochdi, the Humanitarian Coordinator for Lebanon. “The intervention is a one-off emergency support, which will not be extended beyond a maximum duration of three months. The responsibility to ensure uninterrupted provision of basic services including health care and water delivery remains with the Government of Lebanon. All efforts should be expanded to implement sustainable solutions to the on-going energy crisis  the earliest possible” added Dr. Rochdi.

The LHF supported interventions are part of the 2021- 2022 Emergency Response Plan for Lebanon (ERP) – a time-bound humanitarian plan aiming to address the immediate humanitarian needs of the most vulnerable populations affected by the ongoing crisis.

The LHF is a Country-based Pooled Fund led by the Humanitarian Coordinator for Lebanon and managed by OCHA. Initiated in 2014, the Fund supports the strategic delivery of timely, accountable and effective humanitarian assistance to the most vulnerable people in Lebanon.

The LHF allocation complements a $4 million allocation from the CERF, which was announced by the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Martin Griffiths, during his visit to Lebanon on 31 August 2021. The CERF funding aims to facilitate access to fuel for water establishments servicing 2.3 million people across Lebanon.

يخصص الصندوق الإنساني للبنان ستة ملايين دولار أمريكي استجابةً لأزمة الوقود في لبنان

بيروت، 6 أيلول/ سبتمبر 2021 - أعلنت منسقة الشؤون الإنسانية للأمم المتحدة في لبنان، نجاة رشدي، عن تخصيص 6 ملايين دولار أمريكي من الصندوق الإنساني للبنان بهدف ضمان استمرارية تأمين خدمات الرعاية الصحية الملحة التي تأثرت بشكل ملحوظ بأزمة الوقود المستمرة في البلاد. وسيكمّل ذلك مبلغ 4 ملايين دولار أمريكي سيتم أيضاً تخصيصه من الصندوق المركزي لمواجهة الطوارئ لدعم خدمات المياه، بحسب ما أعلن عنه منسق الإغاثة في حالات الطوارئ الأسبوع الفائت.

وقد جاء هذا الإعلان في ظلّ النقص الحادّ في الكهرباء والوقود الذي يشهده لبنان حالياً، مما يهدد توفُّر الخدمات الأساسية كالرعاية الصحية والمياه، ويضع مئات الآلاف من العائلات على شفير كارثة إنسانية.

ويهدف هذا المبلغ الجديد المخصص من احتياطي الصندوق الإنساني للبنان إلى تسهيل حصول مقدمي الخدمات الصحية المنقذة للحياة على الوقود، بما في ذلك 246 مركزًا للرعاية الصحية الأولية، و554 مستوصفًا و65 مستشفاً، بما يضمن استمرارية عملهم على مدى الأشهر الثلاثة المقبلة. كما سيتم دعم المستودعات المركزية ومراكز التوزيع على مستوى الأقضية التي يتم استخدامها للحفاظ على عملية التبريد والتخزين الآمن للسلع الصحية الأساسية، مثل اللقاحات وغيرها من الأدوية الهامة التي يجب حفظها في درجات حرارة معينة، وسيتم توزيع الوقود مباشرة على تلك المنشآت والمراكز.

قالت منسقة الشؤون الإنسانية للأمم المتحدة في لبنان، نجاة رشدي: "زادت أزمة الوقود المستمرة من حدّة المصاعب التي تواجهها الفئات السكانية الضعيفة والتي تعاني بالأصل من النتائج الوخيمة للأزمات المتفاقمة في البلاد. وبفضل مساهمات الجهات المانحة السخيّة، واستكمالاً للتخصيص المقدّم من الصندوق المركزي لمواجهة الطوارئ، سيمنح الصندوق الإنساني للبنان دعمًا إنسانيًا استثنائيًا مُحدَّد زمنياً، بهدف ضمان استمرار الخدمات الصحية الحيوية في البلاد لفترة لا تتعدّى الثلاثة أشهر". وأضافت قائلةً: " تشكل هذه المبادرة دعماً طارئاً لمرة واحدة فقط، ولن يتم تمديد هذا الدعم لأكثر من ثلاثة أشهر كحدّ أقصى. وتبقى مسؤولية ضمان توفير الخدمات الأساسية بصورة مستمرة، بما في ذلك الرعاية الصحية وتوزيع المياه، على عاتق الحكومة اللبنانية. وبالتالي، لا بدّ من مضافرة الجهود في سبيل تنفيذ حلول مستدامة لأزمة الطاقة المستمرة، وفي أقرب وقت ممكن".

وتُعدّ التدخلات المدعومة من الصندوق الإنساني للبنان جزءًا من خطة الاستجابة للطوارئ في لبنان لعام 2021-2022، وهي خطة إنسانية محددة زمنيًا تهدف إلى تلبية الاحتياجات الإنسانية العاجلة للفئات السكانية الأكثر ضعفاً والمتضررة من الأزمة المستمرة.

وللعلم، فإنّ الصندوق الإنساني للبنان هو صندوق وطني مُشترك تقوده منسقة الشؤون الإنسانية في لبنان ويديره مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية. وقد تم إنشاء هذا الصندوق في عام 2014، بهدف دعم التوزيع الاستراتيجي للمساعدات الإنسانية إلى الأشخاص الأكثر ضعفاً في لبنان، وذلك بصورة فعالة، سريعة، وقابلة للمحاسبة.

وتكمّل مخصصات الصندوق الإنساني للبنان مبلغ الأربعة ملايين دولار أمريكي المُخصَّص من الصندوق المركزي لمواجهة الطوارئ، والذي أعلن عنه وكيل الأمين العام للشؤون الإنسانية ومنسق الإغاثة في حالات الطوارئ، مارتن غريفيثس، خلال زيارته للبنان في 31 آب/أغسطس 2021. ويهدف تمويل الصندوق المركزي لمواجهة الطوارئ إلى تسهيل عملية وصول منشآت المياه إلى الوقود، بما أنها تخدم 2.3 مليون شخص في مختلف أنحاء لبنان.
