SG Ban Ki-moon Remarks at the Palestine Refugee Camp of Nahr El-Bared

I am standing here in Nahr El-Bared camp.
I have been working [on this issue] since 2007 when I took over my job as Secretary-General. This has been one of the top priorities for me, working together with the then Prime Minister Siniora.
Now after nine years, well, I’m seeing that almost half of the reconstruction has been made, but still there are so many people waiting to return to their homes. I just met some family members, the lady was crying, I tried to sympathize and console her, but no words can satisfy her, and no words [are enough]. I am very sad.
I have been urging the international community to provide the necessary funding. UNRWA has been working very hard, UNICEF has also been trying to provide support for young people.
Last month in London, there was the international conference convened by the United Nations, and Governments of the United Kingdom, [Germany], Norway and Kuwait, we were able to mobilize a significant amount of funding: for this year, more than $5.5 billion and for a multiyear $11.5 billion. Pledges from the international community [were also made] to provide funding for the Nahr El-Bared camp reconstruction and I fully support this.
We have about 45 percent of funding down. I am urging the international community to provide remaining funding, at least $200 million, so to that these people can return. It has been too long overdue, it’s been over nine years.
We are going to have a World Humanitarian Summit meeting in Istanbul in May and that will be one of the top priorities so we can help promote [support to] these refugees and the Sustainable Development Goals which were adopted in September last year.
The main thing is that nobody should be left behind, everybody should work together and the people who are suffering should not be left alone. That is my firm commitment and I will continue to work with Lebanese leaders and people.

أقف هنا اليوم في مخيم نهر البارد، وأنا أعمل على هذا الموضوع منذ عام 2007 عندما توليت مهمتي كأمين عام. كان هذا أحد أهم الأولويات بالنسبة لي، حيث عملت جنبا إلى جنب مع رئيس الوزراء آنذاك فؤاد السنيورة. الآن وبعد مرور تسع سنوات، أجد أن ما يقرب من نصف اعادة الاعمار تم إنجازه، ولكن لا يزال هناك الكثير من الناس الذين ينتظرون العودة إلى منازلهم. التقيت للتو بعض أفراد هذه الأسر، وهناك سيدة كانت تبكي، وحاولت مواساتها، ولكن الكلمات ليست كافية، ولا توجد كلمات كافية وهذا ما أحزنني.
أنا أواصل حثّ المجتمع الدولي على تقديم التمويل اللازم، والأونروا تعمل بجد، كما ان اليونيسيف تحاول تقديم الدعم للشباب.
في الشهر الماضي في لندن، كان هناك مؤتمر دولي عقدته الأمم المتحدة وحكومات المملكة المتحدة وألمانيا، النرويج والكويت، وقد تمكنا من حشد قدر كبير من التمويل: أكثر من 5.5 مليار دولار لهذا العام و11.5 مليار دولار لعدة سنوات. وتعهد المجتمع الدولي توفير التمويل اللازم لإعادة إعمار مخيم نهر البارد، وهذا ما أؤيده تماما. علينا تأمين حوالي 45 في المئة من التمويل الباقي.
كما أحثّ المجتمع الدولي على توفير التمويل المتبقي، على الأقل 200 مليون دولار، من أجل عودة هؤلاء الناس الى بيوتهم. لقد طال انتظار هذا الأمر، حيث امتد على مدى تسع سنوات. سوف يعقد اجتماع القمة العالمية الإنسانية في اسطنبول في أيار/مايو، وسيكون هذا الأمر أحد أهم الأولويات التي يمكن أن تساعدنا على تحسين ظروف هؤلاء اللاجئين والأهداف الإنمائية المستدامة التي اعتمدت في أيلول/سبتمبر من العام الماضي. الأمر الرئيسي هو أنه لا ينبغي أن يبقى أحد وحيدا، والجميع يجب أن يعملوا معا، والناس الذين يعانون لا ينبغي أن يتركوا وحيدين. وهذا يشكل التزاما راسخا بالنسبة لي، وسأواصل العمل مع القادة اللبنانيين والشعب. شكرا.
