Over the past weeks, public discussions over the return of Syrian refugees to Syria have increased in Lebanon. On behalf of the International Humanitarian Community and in my capacity as Humanitarian Coordinator for Lebanon, I reiterate that the protection of refugees is a humanitarian and moral imperative and lies at the heart of all humanitarian actions.

I would like to recognize the incredible generosity of the Lebanese people and authorities who have hosted refugees at a time when they have been struggling with their own vulnerabilities, and I would like to express our gratitude for the continued solidarity. The longstanding collaboration of the Lebanese Government in responding to the ongoing impact of the Syria crisis on Lebanon and its people, under the Lebanon Crisis Response Plan (LCRP), and in supporting the most vulnerable populations affected by the unfolding economic crisis under the Emergency Response Plan (ERP), is also highly appreciated and commended.

Amid Lebanon’s unprecedented economic meltdown and significant increases in poverty levels and humanitarian needs, the United Nations (UN) and its partners remain committed to supporting the most vulnerable populations based on needs regardless of their nationality, disability, religion, gender, sexuality, or place of origin.

Over the past year, the Humanitarian Community, including the UN through the LCRP and ERP, has increased its support to the Lebanese people, families, communities, and public institutions to lessen the impact of the multiple crises and meet the dire needs of the most vulnerable, as part of its primary mission to Leave No One Behind. These efforts have translated (from 2021 up to May 2022) into the provision of direct humanitarian assistance to over 1.6 million Lebanese, including cash assistance, food, health, education, protection, shelter, and water services; in addition to supporting around 200 Lebanese municipalities in strengthening their basic service provision and reducing resource pressure in high-risk communities. Other resources are also being invested in development and capacity-building in response to the ongoing crisis.

The humanitarian community wishes to reiterate and clarify that the protection of the most vulnerable women, men, boys, and girls is of high priority to the UN and its partners and that the UN is always willing to engage in a constructive dialogue with the Government of Lebanon (GoL). I would also like to recall the commitment of the GoL to the principle of non-refoulement under international law, and to the principle of ensuring the safe, voluntary, and dignified return of refugees.

As such, I call on everyone to refrain from fueling the media and social media with negative sentiments and hatred, and I count on all to continue to display the spirit of solidarity and mutual respect in these difficult times.

حماية كلّ من اللبنانيين/ات واللاجئين/ات الأكثر ضعفاً ضرورة إنسانية

بيان للسيدة نجاة رشدي، المنسّقة المقيمة للأمم المتحدة ومنسقة الشؤون الإنسانية في لبنان

بيروت، 22 يوليو/تموز 2022 - خلال الأسابيع الماضية في لبنان، ازداد التداول في الفضاء العام بعودة اللاجئين السوريين إلى سوريا. بالنيابة عن المجتمع الإنساني الدولي وبصفتي منسقة الشؤون الإنسانية في لبنان، أكرّر بأن حماية اللاجئين واللاجئات هي واجب إنساني وأخلاقي يدخل في صميم كافّة المبادرات الإنسانية.

أود أن أشيد بالكرم السخيّ الذي أظهره الشعب اللبناني والسلطات اللبنانية في استضافة اللاجئين واللاجئات في وقت كانوا هم اللبنانيون واللبنانيات في أضعف أوقاتهم، وأود أن أعرب عن امتناننا للتضامن المستمر. إنّ التعاون الطويل الأمد للحكومة اللبنانية في الاستجابة للتأثير المستمر للأزمة السورية على لبنان وشعبه، في إطار خطة لبنان للاستجابة للأزمة السورية هو أيضاً موضع تقدير وثناء كبيرين، بالإضافة إلى دعم الفئات الأكثر ضعفاً وتلك المتضررة من الأزمة الاقتصادية المتفاقمة ضمن خطّة الاستجابة لحالات الطوارئ.

وسط الانهيار الاقتصادي غير المسبوق في لبنان وارتفاع مستويات الفقر والحاجات الإنسانية، تبقى الأمم المتحدة وشركاؤها ملتزمين بدعم الفئات الأكثر ضعفاً وفقاً لحاجاتهم بغض النظر عن جنسيتهم أو إعاقتهم أو دينهم أو نوعهم الاجتماعي أو جنسهم أو مسقط رأسهم.

خلال العام الماضي، قام المجتمع الإنساني، بما في ذلك الأمم المتحدة من خلال خطّتَي الإستجابة المذكورتَين آنفاً، بزيادة دعمه للشعب اللبناني والعائلات والمجتمعات المحلية والمؤسسات العامة لتقليل تأثير الأزمات المتعددة عليهم وتلبية الحاجات الماسة للفئات الأكثر ضعفاً، وذلك كجزء من مهمة المجتمع الإنساني الأساسية المتمثلّة في عدم إهمال أحد. وقد تُرجمت هذه الجهود (خلال الفترة الممتدة من 2021 حتى أيار 2022) عبر تقديم مساعدات إنسانية مباشرة لأكثر من 1.6 مليون لبناني ولبنانية، بما في ذلك المساعدات النقدية والغذائية والصحة والتعليم والحماية والمأوى وخدمات المياه؛ بالإضافة إلى دعم حوالي 200 بلدية لبنانية في تعزيز تقديم الخدمات الأساسية وتقليل ضغط الموارد في المجتمعات المعرّضة للخطر. كما تُستثمر موارد أخرى في مجال التنمية وبناء القدرات للاستجابة للأزمة المستمرة.

يعيد المجتمع الإنساني التأكيد على أن حماية النساء والرجال والفتيان والفتيات الأكثر ضعفاً تحظى بأولوية قصوى لدى الأمم المتحدة وشركائها، وعلى أن الأمم المتحدة مستعدة دائماً للمشاركة في حوار بنّاء مع حكومة لبنان. كما أود أن أذكّر بالتزام الحكومة اللبنانية بمبدأ عدم الإعادة القسرية بموجب القانون الدولي، وبمبدأ ضمان العودة الآمنة والطوعية والكريمة للاجئين واللاجئات.

وفي هذا السياق، أدعو الجميع إلى الامتناع عن تأجيج المشاعر السلبية والكراهية في وسائل الإعلام ووسائل التواصل الاجتماعي، كما أنّي أعوّل على الجميع لمواصلة إبداء روح التضامن والاحترام المتبادل في هذه الأوقات الصعبة.
