UN Special Coordinator for Lebanon briefs UN Security Council

Today, Jeanine Hennis-Plasschaert, the UN Special Coordinator for Lebanon (SCL), briefed the UN Security Council, alongside UN Under-Secretary-General for Peace Operations Jean-Pierre Lacroix. The consultations followed publication of the latest report (S/2024/548) of UN Secretary-General Antonio Guterres on the implementation of resolution 1701 (2006).

Hennis-Plasschaert told the Security Council that Lebanon, along with the wider region, remains on a knife-edge, yet a diplomatic way out is still possible. Rejecting the notion of an all-out conflict as inevitable, she noted that both Lebanon and Israel state that they do not seek war and expressed hope that a “Gaza deal” would lead to an immediate return to the cessation of hostilities across the Blue Line. The SCL echoed concerns, however, that a miscalculation by either side could easily ignite a conflagration that would engulf the entire region. She therefore urged no effort be spared to bring both sides back from the brink, while stressing implementation of resolution 1701 as the pathway towards long-term security.

The SCL also touched upon the other pre-existing crises in Lebanon. She explained that, amid the ongoing presidential impasse, the erosion of the State, and diminishing capacity of its institutions, was a material fact on the ground. She lamented that Lebanese people are forced to survive on remittances or by juggling multiple jobs, and underlined the urgency of reviving progress on economic and financial reforms.

Hennis-Plasschaert acknowledged the tremendous difficulties stemming from the prolonged presence of a significant refugee population on Lebanese territory, and underscored the importance of finding solutions collectively, while emphasizing that the solutions do not only lie in Lebanon.

In closing, she highlighted that, while the challenges facing Lebanon are formidable, there are solutions provided that the requisite political will is forthcoming, as well as support from international partners and regional players. In this regard, the Special Coordinator reaffirmed the UN’s enduring support and assistance.

المنسّقة الخاصّة للأمم المتحدة في لبنان تقدّم احاطتها لمجلس الأمن

قدّمت اليوم المنسّقة الخاصّة للأمم المتحدة في لبنان السيدة جينين هينيس-بلاسخارت ووكيل الأمين العام لعمليات حفظ السلام السيد جان بيار لاكروا إحاطة إلى مجلس الأمن، وذلك أثناء جلسة المشاورات التي تلت نشر التقرير الأخير (S/2024/548) للأمين العام للأمم المتحدة أنطونيو غوتيريش حول تنفيذ القرار 1701 (2006).

أحاطت هينيس-بلاسخارت مجلس الأمن بأنّ لبنان والمنطقة برمتها لا يزالان على حافة خطر محدق، ولكنّها أكدت، رغم ذلك، أن الحلّ الدبلوماسي للخروج من الأزمة لا يزال ممكنًا، رافضة القبول بأن الصراع الشامل لا مفر منه، مشيرةً إلى أن كلاًّ من لبنان وإسرائيل يعلنان أنّهما لا يسعيان إلى الحرب، ومعربة عن أملها في أن يؤدي التوصل الى "اتفاق بشأن غزة" إلى العودة الفورية لوقف الأعمال العدائية عبر الخط الأزرق. وإذ أبدت المسؤولة الأمميّة مخاوفها من أن يؤدي أيّ خطأ في التقدير من قبل أي طرف إلى اندلاع صراع أوسع يطال المنطقة بأكملها، فقد حثّت على بذل كلّ جهدٍ ممكن لإبعاد الطرفين عن حافة المزيد من التصعيد، مؤكّدةً أنّ تنفيذ القرار 1701 هو الطريق نحو الأمن المستدام.

كما تناولت المنسّقة الخاصّة الأزمات الأخرى التي يعاني منها لبنان منذ ما قبل اندلاع المواجهات الحالية، موضحة أنّه في ظلّ الجمود في ملف الفراغ الرئاسي المستمرّ أصبح تحلل الدولة وتراجع قدرة مؤسساتها واقعا ملموسا على الأرض. وأعربت عن أسفها لأن يضطر أبناء الشعب اللّبناني الى الاعتماد على التحويلات المالية للعاملين بالخارج أو العمل في عدة وظائف لمواصلة حياتهم، مؤكّدةً على ضرورة إحياء مسيرة الإصلاحات الاقتصادية والمالية.

وأقرّت هينيس-بلاسخارت بالصعوبات الهائلة الناتجة عن الوجود الطويل الأمد لعددٍ كبيرٍ من اللّاجئين على الأراضي اللّبنانية، مشددة على أهميّة إيجاد حلولٍ جماعية، مع التأكيد على أنّ الحلول لا تقتصر على لبنان فقط.

وفي الختام، أشارت المسؤولة الأممية إلى أنّه بالرغم من التحديات الكبيرة التي يواجهها لبنان، فإن الحلول متاحة بشرط توافر الإرادة السياسية اللّازمة إلى جانب دعم الشركاء الدوليين والإقليميين. وفي هذا السياق، أكّدت المنسّقة الخاصّة التزام الأمم المتحدة الثابت بمواصلة تقديم الدعم والمساعدة للبنان.
