UN Special Coordinator for Lebanon Ján Kubiš Briefs the UN Security Council

On 17 November, Mr. Ján Kubiš, the United Nations Special Coordinator for Lebanon, and Mr. Mohamed Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific briefed the United Nations Security Council virtually on the implementation of Security Council Resolution 1701 (2006) based on the latest report of United Nations Secretary-General Antonio Guterres. The Special Coordinator highlighted the importance of continuous support for UNIFIL, that plays a critical role in maintaining calm along the Blue line, security and stability in the South and in the region.

The Special Coordinator briefed on recent developments in Lebanon. He noted with grave concern the deepening socio-economic crisis and collapse, that rapidly pushes growing numbers of Lebanese and refugees in deep poverty and food insecurity without a functioning social protection system, all that exacerbated by the exponential growth of Covid-19 pandemics that puts additional stress on already overstretched health and educational sectors.  He noted a particularly negative impact on women and youth, on vulnerable groups.  He emphasized the urgent need for the formation by the PM-designate Saad Hariri of a new competent, empowered and professional government to carry out vital reforms and address the accumulating socio-economic and financial crises facing the country, starting with the full and timely implementation of the road-map facilitated by France. When addressing the legitimate demands of the people he stressed the importance of an inclusive approach and engaging in this civil society, women and youth, also in preparations for the coming 2022 elections.

With respect to the tragic 4 August Beirut Port explosion, the Special Coordinator welcomed the widespread humanitarian assistance from the international community in its aftermath. He confirmed continued UN support in line with the Reform, Recovery and Reconstruction Framework (3RF) developed together with the WB and EU to be presented at the upcoming Lebanon support conference co-chaired by UN Secretary-General A. Guterres and President E. Macron of France. Mr. Kubiš also noted lack of clarity on the investigation of the blast, informed about numerous appeals and petitions of citizenry in this regard and reiterated the Secretary-General’s call for an impartial, thorough and transparent investigation to ensure accountability, justice and help prevent such tragedies from recurring.

Security Council members echoed concern at the lack of progress on the formation of the government despite the country’s pressing challenges and increasing problems. Expressing solidarity with the Lebanese people, they underscored the need for Lebanon’s leaders to form without further delay a competent Government capable of swiftly delivering indispensable reform, which was key for future international assistance.

Security Council members reiterated support for Lebanon and its sovereignty and territorial integrity. They welcomed the launch of discussions between Lebanon and Israel on the delineation of their maritime boundary that is facilitated by the US and hosted by UNSCOL in UNIFIL premises in Naqoura.

المنسق الخاص للأمم المتحدة في لبنان يقدم احاطة الى مجلس الامن

قدم كل من المنسق الخاص للأمم المتحدة في لبنان السيد يان كوبيش ومساعد الأمين العام للشرق الأوسط وآسيا والمحيط الهادئ السيد محمد خالد خياري في 17 تشرين الثاني إحاطة افتراضية إلى مجلس الأمن حول تطبيق القرار 1701 (2006)، بناءً على التقرير الأخير للأمين العام للأمم المتحدة السيد أنطونيو غوتيريش. وأكد المنسق الخاص على أهمية استمرار الدعم لقوة اليونيفيل، التي تلعب دورا حاسما في الحفاظ على الهدوء على طول الخط الأزرق، والأمن والاستقرار في الجنوب وفي المنطقة.

وأطلع المنسق الخاص مجلس الأمن على التطورات الأخيرة في لبنان. وأشار بقلق بالغ إلى الأزمة والانهيار الاجتماعي والاقتصادي المتفاقم، والذي يدفع أعداد متزايدة من اللبنانيين واللاجئين بسرعة نحو الفقر المدقع وانعدام الأمن الغذائي في ظل غياب نظام حماية اجتماعية فاعل، الأمر الذي تفاقم بسبب الانتشار المتسارع لوباء كورونا، مما تسبب بضغط إضافي على قطاعي الصحة والتعليم المنهكين أصلاً. وأشار إلى التأثير السلبي بشكل خاص على النساء والشباب، وعلى الفئات الضعيفة. وشدد على الحاجة الملحة لتشكيل رئيس الحكومة المكلف سعد الحريري حكومة جديدة كفؤة ولها صلاحيات ومهنية للقيام بإصلاحات حيوية ومعالجة الأزمات الاجتماعية والاقتصادية والمالية المتراكمة التي تواجه البلاد، بدءًا بتطبيق خريطة الطريق التي ارستها فرنسا بشكل كامل وفي التوقيت المطلوب. وعند تناول المطالب المشروعة للشعب، شدد على أهمية اتباع نهج شامل واشراك المجتمع المدني في هذا المسار، والنساء والشباب، بما في ذلك في الاستعدادات للانتخابات المقبلة في العام 2022.

أما بالنسبة لانفجار مرفأ بيروت المأسوي في الرابع من آب، فقد رحب المنسق الخاص بالمساعدة الإنسانية الواسعة النطاق التي قدمها المجتمع الدولي في أعقابه. وأكد استمرار دعم الأمم المتحدة ضمن إطار الإصلاح والتعافي وإعادة الإعمار (3RF) الذي تم اعداده مع البنك الدولي والاتحاد الأوروبي، على أن يتم عرضه في مؤتمر دعم لبنان القادم الذي سيتشارك في رئاسته الأمين العام للأمم المتحدة أنطونيو غوتيريش والرئيس الفرنسي إيمانويل ماكرون. كما لاحظ السيد كوبيتش افتقار التحقيق في انفجار المرفأ إلى الوضوح وابلغ عن العديد من المناشدات والعرائض من المواطنين في هذا الصدد، كما كرر دعوة الأمين العام لإجراء تحقيق نزيه وشامل وشفاف في أسباب الانفجار لضمان المساءلة والعدالة والمساعدة على منع تكرار مثل هذه المآسي.

وأعرب أعضاء مجلس الأمن عن قلقهم إزاء عدم إحراز تقدم في تشكيل الحكومة بالرغم من التحديات الضاغطة التي تواجه البلاد والمشاكل المتزايدة. وإذ أكدوا تضامنهم مع الشعب اللبناني، شدد أعضاء المجلس على ضرورة قيام القادة اللبنانيين بتشكيل حكومة كفؤة قادرة على تطبيق الإصلاحات التي لا غنى عنها بسرعة ومن دون مزيد من التأخير، كونه عمل أساسي للحصول على المساعدات الدولية المستقبلية.

وجدد أعضاء مجلس الأمن دعمهم للبنان وسيادته وسلامة اراضيه. وكذلك رحب أعضاء المجلس بانطلاق المحادثات بين لبنان وإسرائيل حول ترسيم حدودهما البحرية، علماً أن المحادثات تجري بتسهيل الولايات المتحدة ويستضيفها مكتب المنسق الخاص للأمم المتحدة في لبنان في مقر اليونيفيل في الناقورة.
