Acting United Nations Special Coordinator for Lebanon Pernille Dahler Kardel and the Regional Representative of the Office High Commissioner for Human Rights (OHCHR) in the Middle East and North Africa, Abdel Salam Sidahmed, welcomed the Cabinet’s appointment yesterday of the ten members of Lebanon’s National Human Rights Institution (NHRI).

“This is an important step towards fulfilling Lebanon’s international human rights obligations through increased transparency and accountability. Respect and promotion of human rights are essential for security, stability and strong, democratic institutions,” Ms. Kardel said.

 “It is now crucial for the Lebanese authorities to provide adequate support to the NHRI in a way that would enable it to carry out its mandate in an independent and impartial manner according to international human rights standards,” Sidahmed said.

The Lebanese Parliament approved legislation in October 2016 for the establishment of the National Human Rights Institution, incorporating a National Prevention Mechanism against Torture.

The United Nations in Lebanon stands ready to support the NHRI and Lebanon in fulfilling the country’s obligations as a state party to a number of relevant international human rights treaties.

الأمم المتّحدة ترحّب بتعيين أعضاء الهيئة الوطنيّة لحقوق الإنسان

رحّب كلٌّ من المنسّقة الخاصة للأمم المتّحدة في لبنان بالإنابة برنيل دايلر كاردل، والممثّل الإقليميّ لمفوّض الأمم المتّحدة لحقوق الإنسان في الشرق الأوسط وشمال إفريقيا عبد السلام سيد أحمد، بتعيين مجلس الوزراء يوم أمس عشر أعضاء للهيئة الوطنيّة لحقوق الإنسان، مفعّلاً بذلك عمل هذه الهيئة المعنيّة بحقوق الإنسان.

وقد أشارت السيدة كاردل قائلة: "هذه خطوة مهمّة نحو وفاء لبنان بالتزاماته الدوليّة المتعلّقة بحقوق الإنسان، عبر تعزيز الشفافية والمساءلة. فاحترام حقوق الإنسان ودعمها أساسيّان من أجل الامن والاستقرار ومؤسسات ديموقراطية وقوية."  

أمّا سيد أحمد فأفاد من جهته إلى ما يلي فقال: "من الضروريّ جدًّا للسلطات اللبنانيّة أن تقدم الدعم الملائم إلى الهيئة الوطنيّة لحقوق الإنسان، بطريقة تمكّنها من تنفيذ ولايتها بكلّ استقلاليّة وحياد وبحسب ما تنصّ عليه المعايير الدوليّة لحقوق الإنسان."

وتجدر الإشارة إلى أنّ مجلس النوّاب اللبنانيّ أصدر تشريعًا في شهر تشرين الأوّل/ أكتوبر 2016 يقضي بإنشاء هيئة وطنيّة لحقوق الإنسان متضمنة آليّة وطنيّة للوقاية من التعذيب.

وقد أبدت الأمم المتّحدة في لبنان، ولا سيما مكتب المفوّض الساميّ لحقوق الإنسان، كامل الاستعداد لتأمين كلّ الدعم التقنيّ الضروريّ إلى الهيئة، وإلى لبنان كي يتمكّن من الوفاء بالتزاماته القانونيّة، بصفته عضو في عدد من المعاهدات الدوليّة المعنيّة بحقوق الإنسان.
