Statement of the International Support Group for Lebanon

The International Support Group for Lebanon (ISG) met in Beirut on 19 May 2021 to take stock of the situation in the country.  Noting the continuing economic, social and financial decline in Lebanon since its last meeting in March 2021, the increasing challenges faced by Lebanese institutions in addressing the multiple crises, and the growing hardship on the Lebanese population, ISG members lamented the continuing political stalemate in the government formation process.  They noted that nine months have now elapsed since the resignation of the last government, and over six months since the approval by Parliament of the Prime Minister-designate.  Once again, the ISG called on Lebanon’s leaders to set aside their differences in the national interest, and to delay no further the formation of a fully empowered government capable of meeting the country’s urgent needs and implementing long overdue critical reforms.  Responsibility for averting a deeper crisis rests with the Lebanese leadership.

The ISG called for elections to take place on time in order to preserve Lebanon’s democracy in the context of the ongoing crisis, and urged all relevant Lebanese authorities to initiate timely preparations in accordance with the electoral calendar.  The ISG further urged that all necessary steps be taken to mitigate the social and economic impact of any changes to the national subsidy programme.

The ISG remained united in its firm and continuing support for Lebanon and its people.

The International Support Group has brought together the United Nations and the governments of China, France, Germany, Italy, the Russian Federation, the United Kingdom and the United States, together with the European Union and the Arab League.  It was launched in September 2013 by the UN Secretary-General with former President Michel Sleiman to help mobilize support and assistance for Lebanon’s stability, sovereignty and state institutions.

بيان لمجموعة الدعم الدولية من اجل لبنان

اجتمعت مجموعة الدعم الدولية من أجل لبنان في 19 أيار 2021 في بيروت لتقييم الأوضاع في البلاد. أخذا في الاعتبار استمرار التدهور الاقتصادي والاجتماعي والمالي في لبنان منذ انعقاد آخر اجتماع للمجموعة في آذار 2021 والتحديات المتزايدة التي تواجه المؤسسات اللبنانية في معالجة الازمات المتعددة فضلا عن تزايد معاناة الشعب اللبناني، أعرب أعضاء مجموعة الدعم الدولية عن الأسى إزاء استمرار الجمود السياسي في عملية تشكيل الحكومة لا سيما في ظل مرور تسعة أشهر على استقالة الحكومة الأخيرة وأكثر من ستة أشهر على موافقة مجلس النواب على تكليف رئيس لمجلس الوزراء.  ومجددا، دعت مجموعة الدعم الدولية القادة اللبنانيين الى تنحية خلافاتهم جانباً من أجل المصلحة الوطنية وألا يتأخروا أكثر من ذلك في تشكيل حكومة كاملة الصلاحيات قادرة على تلبية الاحتياجات الملحة للبلاد وعلى تنفيذ الإصلاحات الجوهرية التي طال انتظارها. إن مسؤولية تفادي أزمة أعمق تقع على عاتق القادة اللبنانيين.

لقد دعت مجموعة الدعم الدولية إلى اجراء الانتخابات في مواعيدها حفاظا على ديموقراطية لبنان في سياق أزمته المستمرة، وحثت جميع السلطات اللبنانية المعنية على البدء بالأعمال التحضيرية في الوقت المناسب وفقًا للجدول الزمني المحدد للانتخابات. كما حثت على اتخاذ كل الخطوات اللازمة لتخفيف الأثر الاجتماعي والاقتصادي لأي تغييرات تطرأ على برنامج الدعم الوطني.

وتؤكد مجموعة الدعم الدولية على موقفها الموحد في دعمها الثابت والمستمر للبنان ولشعبه.

ملاحظة للمحررين

تضم مجموعة الدعم الدولية من أجل لبنان كل من الامم المتحدة وحكومات الصين وفرنسا وألمانيا وايطاليا والاتحاد الروسي والمملكة المتحدة والولايات المتحدة الاميركية مع الاتحاد الاوروبي وجامعة الدول العربية. تم اطلاقها في أيلول 2013 من قبل أمين عام الامم المتحدة والرئيس السابق ميشال سليمان من أجل حشد الدعم والمساعدة لاستقرار لبنان وسيادته ومؤسسات دولته.
