The International Support Group for Lebanon (ISG) met in Beirut today to review preparations for the upcoming parliamentary elections.

Echoing the Security Council press statement on Lebanon of 4 February 2022, and recalling its previous statements, the ISG reiterated its call for free, fair, transparent and inclusive elections, as scheduled on 15 May 2022.

The ISG noted that while the international community was deeply committed to and had provided significant financial, material, technical and political support to Lebanon’s electoral process, the elections are first and foremost a right and expectation of the people of Lebanon and a sovereign responsibility which is incumbent on the authorities to deliver on.

With the elections just three months away, the ISG urged expeditious preparatory work respecting the existing legislative framework and the constitutional timelines. The ISG called on the authorities to promptly make available all the necessary resources and intensify technical and administrative preparations to ensure the timeliness and integrity of the electoral process.

Specifically, the ISG urged relevant bodies to allocate the necessary financial resources to hold the elections in Lebanon and abroad, enable the Ministry of Interior and Municipalities and the Supervisory Commission for Elections to be fully functional, and ensure timely organization for the conduct of the diaspora voting.

The ISG called on all political actors to engage responsibly and constructively in the electoral process, preserve calm and commit to peaceful elections for the benefit of the country and all the Lebanese people. The ISG also called on all political stakeholders to take every possible step to encourage and ensure the inclusion of women candidates on their electoral lists and strengthen women’s political representation and participation across the board.

The ISG continues to stand by Lebanon and its people.

بيان لمجموعة الدعم الدولية من أجل لبنان

اجتمعت اليوم مجموعة الدعم الدولية من أجل لبنان في بيروت لمراجعة الاستعدادات للانتخابات النيابية القادمة في لبنان.

وإذ تثني مجموعة الدعم الدولية على البيان الصحفي الصادر عن مجلس الأمن في 4 شباط 2022، وتستذكر بياناتها السابقة، فإنها تدعو مجددا لإجراء انتخابات حرة ونزيهة وشفافة وشاملة في موعدها المحدد في 15 أيار 2022. 

وتلاحظ مجموعة الدعم الدولية أنه رغم التزام المجتمع الدولي الراسخ بدعم العملية الانتخابية في لبنان وتقديمه دعما ماليا وماديا وتقنيا وسياسيا كبيرا لهذه العملية، فإن الانتخابات هي أولاً وقبل كل شيء حق للشعب اللبناني وجزء من تطلعاته، كما أنها مسؤولية سيادية يجب على السلطات اللبنانية الوفاء بها.

ولما كانت الانتخابات باتت على بعد ثلاثة أشهر فقط، فقد حثت مجموعة الدعم الدولية على الإسراع بالأعمال التحضيرية احتراماً للإطار القانوني النافذ والمهل الدستورية ذات الصلة. كما دعت المجموعة السلطات إلى سرعة توفير كافة الموارد اللازمة وتكثيف الاستعدادات الفنية والإدارية لضمان سير العملية الانتخابية على نحو سليم وفي موعدها المحدد.

وعلى نحو أكثر تحديداً، حثت مجموعة الدعم الدولية الجهات المعنية على تخصيص الموارد المالية اللازمة لإجراء الانتخابات داخل لبنان وفي الخارج، وتمكين وزارة الداخلية والبلديات ولجنة الإشراف على الانتخابات من تأدية وظائفها بالكامل وضمان تنظيم إجراءات تصويت المغتربين في الوقت المناسب.

ودعت مجموعة الدعم الدولية كافة الأطراف السياسية إلى الانخراط بشكل مسؤول وبنَاء في العملية الانتخابية والحفاظ على الهدوء والالتزام بإجراء انتخابات سلمية لصالح البلد وجميع اللبنانيين. كما دعت المجموعة كافة الفاعلين الـسياسيين الى اتخاذ كل الخطوات اللازمة لتشجيع وتأكيد تضمين مرشحات في قوائمهم الانتخابية وتعزيز التمثيل السياسي للمرأة ومشاركتها في جميع المجالات.

وأكدت مجموعة الدعم الدولية على استمرارها بالوقوف الى جانب لبنان وشعبه.
