On the third anniversary of the catastrophic explosion at the Port of Beirut on 4 August 2020, the members of the International Support Group for Lebanon (ISG) express their solidarity with the families of the victims and with those whose lives, homes, and livelihoods were severely affected by this tragic event.

Three years since this deadly explosion left over 220 people dead, and many thousands injured and rendered homeless, the families of the victims and the Lebanese people are left wanting for truth, justice and accountability.

The ISG laments the lack of progress in the judicial proceedings. The ISG calls on the Lebanese authorities to lift all obstacles hindering the pursuit of justice and facilitate the completion of an impartial, thorough and transparent investigation.

Ensuring judicial accountability and combatting impunity is integral to restoring the credibility of Lebanon’s state institutions. The stalemate in the port explosion investigation underscores the urgent need to safeguard the independence, impartiality and integrity of the Lebanese judiciary. The members of the ISG call on the Lebanese Parliament to accelerate the adoption of necessary legislation to strengthen the independence of the judiciary in line with international standards.

The ISG continues to stand by Lebanon and its people.

The International Support Group has brought together the United Nations and the governments of China, France, Germany, Italy, the Russian Federation, the United Kingdom and the United States, together with the European Union and the Arab League.  It was launched in September 2013 by the UN Secretary-General with former President Michel Sleiman to help mobilize support and assistance for Lebanon’s stability, sovereignty and state institutions.

في الذكرى الثالثة للانفجار الكارثي في مرفأ بيروت في ٤ آب ٢٠٢٠، يعرب أعضاء مجموعة الدعم الدولية من أجل لبنان عن تضامنهم مع عائلات الضحايا وكل الذين تأثرت حياتهم ومنازلهم وسبل عيشهم بشدة جراء هذا الحدث المأساوي.

ثلاثة أعوام مرت على هذا الانفجار المميت الذي أدى الى مقتل أكثر من مائتين وعشرين شخصا واصابة وتشريد الآلاف، وما زال أهالي الضحايا والشعب اللبناني ينتظرون الحقيقة والعدالة والمساءلة.

إن مجموعة الدعم الدولية إذ تأسف لعدم إحراز تقدم في المسار القضائي فإنها تدعو السلطات اللبنانية إلى ازالة جميع العقبات التي تحول دون تحقيق العدالة، وتسهيل استكمال تحقيق نزيه وشامل وشفاف.

إن ضمان المساءلة القضائية ومكافحة الإفلات من العقاب جزء لا يتجزأ من استعادة مصداقية مؤسسات الدولة اللبنانية. والجمود الذي يكتنف التحقيق في انفجار المرفأ يؤكد على الحاجة الملحة لحماية استقلالية القضاء اللبناني وحياده ونزاهته. كما يدعو أعضاء مجموعة الدعم الدولية مجلس النواب اللبناني إلى الإسراع في سن التشريعات الكفيلة بتعزيز استقلال القضاء بما يتماشى مع المعايير الدولية.

وتؤكد مجموعة الدعم الدولية على وقوفها إلى جانب لبنان وشعبه.

Déclaration du Groupe international de soutien au Liban

               À l’occasion du troisième anniversaire de l’explosion catastrophique au port de Beyrouth le 4 août 2020, les membres du Groupe international de soutien au Liban (GIS) expriment leur solidarité avec les familles des victimes et avec ceux dont la vie, les habitations et les moyens de subsistance ont été gravement affectés par cette tragédie.

               Trois ans après cette explosion meurtrière qui a fait plus de 220 morts et plusieurs milliers de blessés et de sans-abris, les familles des victimes et le peuple libanais aspirent toujours à la vérité, à la justice et à l’obligation de rendre compte.

               Le GIS déplore l’absence de progrès dans la procédure judiciaire. Le GIS appelle les autorités libanaises à éliminer tous les obstacles entravant la quête de justice et à faciliter l’achèvement d’une enquête impartiale, approfondie et transparente.

               Garantir l’obligation judiciaire de rendre compte et lutter contre l’impunité font partie intégrante du rétablissement de la crédibilité des institutions de l’État libanais. L’impasse dans laquelle se trouve l’enquête sur l’explosion du port souligne l’urgente nécessité de préserver l’indépendance, l’impartialité et l’intégrité du pouvoir judiciaire libanais. Les membres du GIS appellent le Parlement libanais à accélérer l’adoption de la législation nécessaire pour renforcer l’indépendance du pouvoir judiciaire conformément aux normes internationales.

               Le GIS continue de se tenir aux côtés du Liban et de son peuple.
