UN Resident and Humanitarian Coordinator Assesses Immediate Response and Support Needed Following Beirut Blast

Beirut, 6 August 2020 - The United Nations Resident and Humanitarian Coordinator and Deputy Special Coordinator for Lebanon, Ms. Najat Rochdi expressed her heartfelt condolences and best wishes for the speedy recovery of the injured on behalf of the humanitarian actors in Lebanon following the terrible loss of life, significant injuries and massive damage to infrastructure caused by the horrific incident in Beirut’s Port on Tuesday 4 August.

“This crisis requires the support of all to surmount the devastating impact of the crisis on the Lebanese people and the country.  I would like to commend the mobilization of all UN agencies, NGOs, and INGOs for the support provided so far and for their commitment to assist the Government of Lebanon and Lebanese people to overcome this tragic incident”, said Ms. Rochdi. “I am also deeply moved by the peoples’ solidarity and spontaneous acts of kindness demonstrated by regular citizens who are taking personal initiatives to support others in this time of desperate need,” she added.

Ms. Rochdi reiterated the UN Secretary General’s commitment to supporting Lebanon at this difficult time and is actively assisting in the response to this incident. In consultation with their Excellencies the Deputy Prime Minister, Zeina Akar, and Minister of Public Health, Dr. Hamad Hassan, Ms. Rochdi has been working with humanitarian partners to assess the humanitarian needs and provide support to the Government of Lebanon as they respond.

Ms. Rochdi is releasing US $9 Million from the Lebanese Humanitarian Fund and the UN Emergency Relief Coordinator Mark Lowcock will release additional funding from the Central Emergency Response Fund (CERF) to address immediate needs and help strengthening the capacity of existing hospitals, including by expanding and establishing additional Intensive Care Units (ICUs) where needed, and providing trauma kits, ventilators, medical supplies, medicine, etc.

The UN’s Office for the Coordination of Humanitarian Affairs (OCHA) is deploying SURGE teams including experts from the International Search and Rescue Advisory Group (INSARAG) and UN Disaster Assessment and Coordination (UNDAC) to assist with the emergency response.

Furthermore, Ms. Rochdi convened a meeting with NGOs and UN agencies to assess ongoing humanitarian assistance that the UN and their partners will continue to provide.  Health organizations have already initiated the procurement of medical equipment and supplies to support the emergency response. WHO is providing assistance to cover 1000 trauma interventions and 1000 surgical interventions for people suffering from burns and wounds caused by glass and other debris resulting from the blast.

The UN and its partners will continue to provide support to alleviate immediate humanitarian suffering and support recovery efforts.

المنسقة المقيمة للأمم المتحدة في لبنان ومنسقة الشؤون الإنسانية تقيّم الاستجابة الفورية
والدعم الضروريّين إثر انفجار بيروت

بيروت، 6 آب/أغسطس 2020 – أعربت المنسقة المقيمة ومنسقة الشؤون الإنسانية ونائبة المنسق الخاص للأمم المتحدة في لبنان، السيدة نجاة رشدي، وبالنيابة عن الجهات الإنسانية في لبنان، عن تعازيها الحارّة وتمنياتها العميقة بالشفاء العاجل للمصابين جراء الحادث المروع الذي وقع في ميناء بيروت يوم الثلاثاء الموافق 4 آب/أغسطس، والذي أدّى إلى خسائر فادحة في الأرواح وإصابات ملحوظة وأضرار جسيمة لحقت بالبنية التحتية.

وقالت رشدي: "هذه الأزمة تتطلب دعماً من جميع الأطراف لتجاوز آثارها المدمّرة على اللبنانيين والبلاد. وأود أن أشيد بالدعم الذي قدّمته حتى الآن جميع وكالات الأمم المتحدة، والمنظمات غير الحكومية، والمنظمات الدولية غير الحكومية المعنية، وبالتزامها المتواصل بمساعدة الحكومة اللبنانية والشعب اللبناني على تجاوز هذا الحادث المأساوي". وأردفت قائلةً: "لقد تأثرت أيضاً بشدة بتضامن الشعب اللبناني مع بعضه البعض، وبأعماله العفوية التي تنمّ عن طيبة ملحوظة أظهرها المواطنون العاديون من خلال مبادرات شخصية قاموا بها لدعم كلّ مَن يحتاج إلى مساعدة ماسّة خلال هذه الأوقات العصيبة".

وجددت رشدي التزام الأمين العام للأمم المتحدة بدعم لبنان في هذا الوقت العصيب، كما أكّدت على المساعدة الأممية الراهنة والنشطة في الاستجابة لهذه الكارثة. وتعمل رشدي، بالتشاور مع نائبة رئيس الوزراء ووزيرة الدفاع، زينة عكر، ومع وزير الصحة العامة د. حمد حسن، وبالتعاون الوثيق مع الشركاء في مجال العمل الإنساني، على تقييم الاحتياجات الإنسانية الضرورية وتقديم الدعم اللازم للحكومة اللبنانية للاستجابة لهذه المأساة.

وعليه، خصّصت رشدي مبلغ 9 ملايين دولار أمريكي من الصندوق الإنساني للبنان، كما سيخصّص منسق الشؤون الإنسانية والإغاثة في حالات الطوارئ، مارك لوكوك، تمويلًا إضافيًا من الصندوق المركزي لمواجهة الطوارئ، وذلك بغية تلبية الاحتياجات الفورية والمساعدة على تعزيز قدرة المستشفيات على استيعاب ضحايا الانفجار من خلال توسيع وحدات العناية المركزة وإنشاء وحدات إضافية عند الضرورة. كما يسعى هذا التمويل إلى توفير مجموعة مواد لإسعاف المصابين، وأجهزة تنفّس، وإمدادات طبية، وأدوية، وغيرها من المستلزمات الطبية.

ويقوم مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية بنشر فرق طوارئ (SURGE Teams)، بما في ذلك خبراء من الفريق الاستشاري الدولي للبحث والإنقاذ وآخرين من فريق الأمم المتحدة المعني بالتقييم والتنسيق في حالات الكوارث، بهدف المساعدة على الاستجابة لهذه الحالة الطارئة.

علاوة على ذلك، عقدت رشدي اجتماعًا مع مختلف المنظمات غير الحكومية ووكالات الأمم المتحدة القائمة في لبنان بهدف تقييم المساعدة الإنسانية التي تواصل تقديمها الأمم المتحدة في لبنان بالتعاون مع شركائها. وقد بادرت المنظمات المعنية بالصحة في شراء المعدات واللوازم الطبية لدعم عملية الاستجابة لهذه الحالة الطارئة. وفي هذا السياق، تقدم منظمة الصحة العالمية المساعدة لـ1000 شخص يتطلّب مؤازرة نفسية و1000 شخص يستوجب عمليات جراحية لا سيما الأشخاص الذين يعانون من الحروق والجروح الناجمة عن تناثر الزجاج وغيرها من الحطام الناتج عن الانفجار.

ستواصل الأمم المتحدة وشركاؤها تقديم الدعم اللازم للتخفيف من معاناة الناس بصورة فورية ودعم جهود التعافي من هذه الأزمة.
