THE UNITED NATIONS, THE SEXUAL AND GENDER-BASED VIOLENCE TASKFORCE AND THE NATIONAL COMMISSION FOR LEBANESE WOMEN LAUNCH A 16-DAY CAMPAIGN AGAINST GENDER-BASED VIOLENCE

Thursday, 25 November 2021 (United Nations, SGBV TF, NCLW) - From 25 November, the International Day for the Elimination of Violence Against Women, to 10 December, the International Human Rights Day, the United Nations System in Lebanon, the Sexual and Gender-based Violence Taskforce (SGBV TF) and the National Commission for Lebanese Women (NCLW) are joining forces, for the 16 Days of Activism Against Gender-Based Violence, to urge actions to end and prevent gender-based violence in the country. 

According to the latest estimates, nearly 1 in 3 women aged 15 years and older, around the world have been subjected to physical or sexual violence by an intimate partner, non partner, or both, at least once in their lifetime. The COVID-19 pandemic has exacerbated all the risk factors that increase violence against women and girls, while reinforcing many of the root causes such as gender stereotypes and harmful social norms. As examples, findings from 2021 indicate that online sexual harassment and blackmailing of women nearly doubled during the COVID-19 lockdown in Lebanon. The Internal Security Forces have reported “a clear and significant increase of domestic violence incidents”, during the COVID-19 lockdown.

This year, the United Nations system in Lebanon, the SGBV TF and the NCLW are implementing a campaign that aims to serve as a call to action to address the increased risks of gender-based violence. Articulated around the theme, Women, girls and marginalized groups at increased risks of Gender-based violence (GBV) in the context of Lebanon’s multiple crises. Let’s act now!  it focuses on the impact of the current compounded crises on women and girls and how these in turn increase risks of gender-based violence.

The campaign will be raising awareness on the struggle of women and girls in these challenging times and seeks to draw attention to how the crises have increased the risk of GBV (domestic violence, sexual exploitation, sexual harassment), and deepened gendered vulnerabilities including issues related to period poverty to the deterioration of the mental health and wellbeing of women and girls.

“Unequal power relationships are the premise and prelude to Gender Based Violence. The compounding crises facing Lebanon have only added new layers to that social and societal phenomenon. It is up to us all to bring about a definitive change through inclusion, equality and justice.”, said Mrs. Claudine Aoun, President of the National Commission for Lebanese Women.

“Today and every day, we stand in full solidarity with all the women who are victims of violence,” said Ms. Joanna Wronecka, the UN Special Coordinator for Lebanon. “Violence in all its forms is unacceptable. Through this 16-days campaign, we are not only committing to the elimination and prevention of violence against women and to supporting the victims, we also commit to empowering women. Feeling safe at home, at work and in any public space is every woman’s right.  This must be reinforced with the proper legislation, enforcement and inclusion of women in the decisions that impact their lives,” the Special Coordinator added. 

The campaign (25 November- 10 December) will include a social media campaign which will run for 16 days, with the #EndViolenceTogether  #مع_بعض_ضد_العنف hashtags aims at drawing attention to the needs of women, girls in all their diversities.  Responding to gender-based violence is a shared responsibility and everyone can contribute by raising awareness on the issue, by promoting a culture of equality and by calling out and condemning episodes of violence. National institutions and humanitarian actors are more than ever responsible to provide assistance to survivors of violence. To do so they need to rely on predictable, multi-year funding that ensure availability and quality of protection, health and social services.

The campaign will include a video and social media posts calling for the commitment of state institutions in the adoption of specialized and comprehensive laws and policies that prevent and protect women and girls from GBV. Increasing collective efforts are needed in ending gender-based violence including from national institutions and policy makers, the humanitarian and the development system, the donors, the community leaders, all women, men, girls.

An enabling environment should be created to support women and girls’ participation in the social, economic, cultural and political life of the country and eliminate the barriers for them to fully enjoy their rights. Policy makers need to ensure that the needs of women and girls, in all their diversities are prioritized while developing strategies and reforms. They also need to ensure that survivors can access the justice system and perpetrators are consistently hold accountable.

“Ending all forms of violence against women and girls is a priority for all of us. The horrifying surge of violence reported against them as a result of the COVID19 pandemic and the unfolding economic crisis, must be reversed and must end now,” commented Najat Rochdi, United Nations Deputy Special Coordinator, Resident & Humanitarian Coordinator for Lebanon. “Efforts to date have been considerable, yet more needs to be done to break down the multi-faceted barriers faced by women and girls at home where they should be the safest, in society where they should be thriving and in politics where they should have equal power. Today, I reiterate my appeal to put an end to sexual and gender-based violence, to shift the stereotypes and attitudes that shame women survivors and excuse the perpetrators, and to actively engage men in this important fight. Only together can we put an end to this horrendous act and move forward towards a better and stronger Lebanon”, she added.

The international campaign 16 Days of Activism Against Gender-Based Violence originates from the 1991 first Women's Global Leadership Institute and raises awareness and increases momentum toward ending violence against women and girls worldwide. The United Nations Secretary General, through the UNiTE to End Violence against Women Campaign, supports the 16 Days of Activism under the global 2021’s theme “Orange the world: End violence against women now! Building on the momentum created during the Generation Equality Forum is crucial as the shadow pandemic, the gender-based violence pandemic, has not ended and there is no vaccine against it.

الخميس 25 تشرين الثاني/نوفمبر 2021 (الأمم المتحدة وفريق العمل المعني بالعنف الجنسي والعنف القائم على النوع الاجتماعي والهيئة الوطنية لشؤون المرأة اللبنانية) - من 25 تشرين الثاني/نوفمبر، اليوم الدولي للقضاء على العنف ضد المرأة، إلى 10 كانون الأول/ديسمبر، اليوم الدولي لحقوق الانسان، تتضافر جهود منظومة الأمم المتحدة وفريق العمل المعني بالعنف الجنسي والعنف القائم على النوع الاجتماعي والهيئة الوطنية لشؤون المرأة اللبنانية على مدار 16 يوماً من النشاط لمناهضة العنف القائم على النوع الاجتماعي، وللحث على اتخاذ إجراءات لإنهاء ومنع العنف القائم على النوع الاجتماعي في البلاد.

وفقاً لآخر التقديرات، تعرّضت ما يقرب امرأة واحدة من بين كل ثلاث نساء في سن 15 عاماً وأكبر، حول العالم، للعنف الجسدي أو الجنسي من قبل شريك حميم أو شخص غير شريك أو كليهما، مرة واحدة على الأقل في حياتهن  . أدت جائحة كوفيد -19 إلى تفاقم جميع عوامل الخطر التي تزيد من العنف ضد النساء والفتيات، وعززت العديد من الأسباب الجذرية كمثل الصور النمطية المتعلقة بالنوع الاجتماعي والأعراف الاجتماعية الضارة. ومن بين الأمثلة على ذلك، تشير الاستنتاجات في عام 2021 إلى زيادة التحرش الجنسي عبر الإنترنت وابتزاز النساء نحو الضعف تقريباً خلال الإقفال العام من جراء وباء كوفيد-19 في لبنان. أبلغت قوى الأمن الداخلي عن "زيادة واضحة وكبيرة في حوادث العنف الأسري"، خلال الإقفال العام جراء وباء كوفيد-19.

هذا العام، تقوم منظومة الأمم المتحدة وفريق العمل المعني بالعنف الجنسي والعنف القائم على النوع الاجتماعي والهيئة الوطنية لشؤون المرأة اللبنانية، بتنفيذ حملة تهدف إلى أن تكون بمثابة دعوة للعمل من أجل التصدي للمخاطر المتزايدة للعنف القائم على النوع الاجتماعي. تتمحور الحملة حول موضوع "النساء والفتيات والفئات المهمشة معرضة لمخاطر متزايدة من العنف القائم على النوع الاجتماعي في سياق الأزمات المتعددة في لبنان. فلنتحرك الآن!" وتركز الحملة على تأثير الأزمات المتفاقمة الحالية على النساء والفتيات وكيف تزيد هذه الأزمات بدورها من مخاطر العنف القائم على النوع الاجتماعي.

ستعمل الحملة على زيادة الوعي حول كفاح النساء والفتيات في هذه الأوقات الصعبة وتسعى إلى لفت الانتباه إلى كيف قامت الأزمات بزيادة مخاطر العنف القائم على النوع الاجتماعي (العنف المنزلي، والاستغلال الجنسي، والتحرش الجنسي)، بالإضافة إلى تعميق مواطن الضعف القائمة على النوع الاجتماعي بما في ذلك القضايا ذات الصلة بفقر الدورة الشهرية وصولاً إلى تدهور الصحة النفسية ورفاهية النساء والفتيات.

تقول السيدة كلودين عون، رئيسة الهيئة الوطنية لشؤون المرأة اللبنانية، "إن علاقات القوة غير المتكافئة هي مقدمة للعنف القائم على النوع الاجتماعي وأساس له. قامت الأزمات المتفاقمة التي يواجهها لبنان فقط بزيادة طبقات جديدة لتلك الظاهرة الاجتماعية والمجتمعية. إن الأمر متروك لنا جميعًا لإحداث تغيير نهائي من خلال الإدماج والمساواة والعدالة."

تقول السيدة يوانّا فرونِتسكا ، منسقة الأمم المتحدة الخاصة في لبنان،: "اليوم وكل يوم، نتضامن بشكل كامل مع جميع النساء ضحايا العنف. العنف بجميع أشكاله غير مقبول. من خلال هذه الحملة التي تبلغ مدتها 16 يوماً، لا نلتزم فقط القضاء على العنف ضد المرأة ومنعه ودعم الضحايا، بل نلتزم أيضًا تمكين النساء. وتضيف المنسقة الخاصة: "من حق كل امرأة الشعور بالأمان في المنزل وفي العمل وفي أي مكان عام. "يجب تعزيز ذلك من خلال التشريعات الملائمة، والتنفيذ، وإدماج المرأة في القرارات التي تؤثر في حياتها."

ستشمل الحملة (25 تشرين الثاني/نوفمبر - 10 كانون الأول/ديسمبر) حملة على وسائل التواصل الاجتماعي تستمر لمدة 16 يومًا، مستخدمة الوسمين التاليين #مع_بعض_ضد_العنف #EndViolenceTogether الذي يهدف إلى لفت الانتباه إلى احتياجات النساء والفتيات في جميع تنوعاتهن. الاستجابة للعنف القائم على النوع الاجتماعي هي مسؤولية مشتركة ويمكن للجميع المساهمة فيها من خلال زيادة الوعي حول هذه القضية، وعبر تعزيز ثقافة المساواة، واستدعاء حوادث العنف وإدانتها. المؤسسات الوطنية والجهات الفاعلة الإنسانية مسؤولة أكثر من أي وقت مضى عن تقديم المساعدة للناجيات من العنف. للقيام بذلك، هناك حاجة إلى الاعتماد على تمويل يمتد لسنوات عدة يمكن ترقبه ويضمن توافر وجودة الحماية والخدمات الصحية والاجتماعية.

وستشمل الحملة شريط فيديو ومنشورات على مواقع التواصل الاجتماعي تدعو إلى التزام مؤسسات الدولة باعتماد قوانين وسياسات متخصصة وشاملة تمنع وتحمي النساء والفتيات من العنف القائم على النوع الاجتماعي. هناك حاجة إلى زيادة الجهود الجماعية لإنهاء العنف القائم على النوع الاجتماعي، بما في ذلك من المؤسسات الوطنية وصانعي السياسات، والنظام الإنساني والتنموي، والجهات المانحة، وقادة المجتمع، وجميع النساء والرجال والفتيات.

يجب تهيئة بيئة مواتية لدعم مشاركة النساء والفتيات في الحياة الاجتماعية والاقتصادية والثقافية والسياسية في البلاد وإزالة الحواجز التي تحول دون تمتعهن بحقوقهن بشكل كامل. يحتاج صانعو وصانعات السياسات إلى ضمان إعطاء الأولوية لاحتياجات النساء والفتيات، بكل تنوعهن، أثناء تطوير الاستراتيجيات والإصلاحات. كما يحتاجون أيضاً إلى ضمان وصول الناجيات إلى نظام العدالة ومحاسبة الجناة على نحو دائم.

تقول السيدة نجاة رشدي، المنسقة المقيمة ومنسقة الشؤون الإنسانية للأمم المتحدة في لبنان ، "إن إنهاء جميع أشكال العنف ضد النساء والفتيات يمثل أولوية بالنسبة لنا جميعًا. يجب عكس التصاعد المروع للعنف الذي تم الإبلاغ عنه ضدهن نتيجة وباء كوفيد-19 والأزمة الاقتصادية الحالية، ويجب انهاؤه الآن. لقد كانت الجهود كبيرة حتى الآن، ولكن هناك المزيد الذي يتعين القيام به لكسر الحواجز المتعددة الأوجه التي تواجهها النساء والفتيات في المنزل حيث يجب أن يكُنّ الأكثر أمانًا، وفي المجتمع حيث ينبغي أن يكنّ في ازدهار وفي السياسة حيث ينبغي أن يكنّ متساويات في السلطة. اليوم، أكرر مناشدتي لوضع حد للعنف الجنسي والعنف القائم على النوع الاجتماعي، لتغيير الصور النمطية والمواقف التي تسبّب وصمة للناجيات وتعذُر مرتكبي العنف، ولإشراك الرجال في هذه المعركة المهمة". وأضافت، "معاً فقط نستطيع أن نضع حداً لهذا العمل الرهيب والمضي قدماً نحو لبنان يكون أفضل وأقوى."

نشأت حملة 16 يومًا من النشاط لمناهضة العنف القائم على النوع الاجتماعي " الدولية منذ عام 1991 يوم تدشين المعهد العالمي للقيادة النسائية، وتعمل على زيادة الوعي وزيادة الزخم نحو إنهاء العنف ضد النساء والفتيات في جميع أنحاء العالم. يدعم الأمين العام للأمم المتحدة، من خلال حملة "اتحدو" لإنهاء العنف ضد المرأة، 16 يومًا من النشاط تحت شعار عام 2021  "لوّن العالم برتقاليًا: فلننهِ العنف ضد المرأة الآن!" تبني هذه الحملة على الزخم الذي تم إطلاقه خلال منتدى جيل المساواة  وهذا أمر بالغ الأهمية لأن الجائحة المستترة، جائحة العنف القائم على النوع الاجتماعي، لم تنتهِ ولا يوجد لقاح ضدها.
