UN Special Coordinator Briefs the Security Council on the Implementation of Resolution 1701

UN Special Coordinator for Lebanon Joanna Wronecka, Under-Secretary-General for Peace Operations Jean-Pierre Lacroix and UNIFIL Force Commander Maj. Gen. Stefano del Col today briefed the UN Security Council on the implementation of Security Council Resolution 1701 (2006) and the situation in Lebanon, with a focus on the latest report of UN Secretary-General Antonio Guterres.

Special Coordinator Wronecka recognized the formation of a Government as a positive development while regretting that it had not resulted in progress in the implementation of a reform agenda in Lebanon since her last briefing to the Security Council in July 2021.

Noting the deteriorating socio-economic conditions in Lebanon and their acute impact on people’s daily lives, the Special Coordinator hoped the Lebanese Cabinet would resume its meetings that have been suspended since 12 October and take urgent measures in the interest of the country and the people.  

“Commitments must translate into actions if Lebanon’s leadership intends to overcome the country’s deep crisis, recover Lebanon’s political and institutional stability and address the needs and rights of the Lebanese people,” the Special Coordinator said. In this regard, she stressed that “fair and transparent elections within constitutional timelines are the linchpin of democracy, an integral part of reform and place Lebanon on a path of recovery,” and reiterated international readiness to support the electoral process.

Members of the Security Council welcomed UNIFIL’s efforts to maintain peace and security in south Lebanon and its close coordination with the Lebanese Armed Forces. They also emphasized the importance of all parties honouring their commitments to fully implement resolution 1701 and respect the cessation of hostilities.

Encouraging additional international support to the Lebanese Armed Forces, the Special Coordinator commended the critical role played by the army in safeguarding Lebanon’s security and stability despite the impact of the socio-economic crisis on the military institution and its servicemen.

Noting recent tensions related to the investigation into the Beirut Port explosions, the Special Coordinator reiterated the UN’s calls for justice and accountability through the swift conduct of an impartial, thorough and transparent investigation.  

The Special Coordinator highlighted the UN’s ongoing efforts to support Lebanon during this difficult period and its steadfast commitment to Lebanon’s security, stability and territorial integrity.

المنسقة الخاصة للأمم المتحدة تطلع مجلس الأمن على تطبيق القرار 1701

أحاط كل من المنسقة الخاصة للأمم المتحدة في لبنان السيدة يوانا فرونِتسكا ووكيل الأمين العام لعمليات حفظ السلام السيد جان بيار لاكروا والقائد العام لليونيفيل ستيفانو ديل كول علماً مجلس الأمن التابع للأمم المتحدة بتطبيق القرار 1701 والوضع في لبنان، بناءً على التقرير الأخير للأمين العام للأمم المتحدة أنطونيو غوتيريش.

اعتبرت المنسقة الخاصة فرونِتسكا تشكيل الحكومة تطوراً إيجابياً لكن أسفت لعدم إحرازها تقدم في تنفيذ أجندة الإصلاح في لبنان منذ آخر إحاطة قدمتها إلى مجلس الأمن في تموز 2021. وفي إشارة إلى تدهور الأوضاع الاجتماعية والاقتصادية في لبنان وتأثيرها الحاد على حياة الناس اليومية، أعربت المنسقة الخاصة عن أملها في أن يستأنف مجلس الوزراء اللبناني اجتماعاته التي عُلقت منذ 12 تشرين الأول وأن يتخذ إجراءات عاجلة لصالح البلد والشعب.

وقالت المنسقة الخاصة أن "الالتزامات يجب أن تترجم إلى أفعال إذا كانت القيادة اللبنانية تعتزم التغلب على الأزمة العميقة في البلاد واستعادة الاستقرار السياسي والمؤسساتي في لبنان وتلبية احتياجات وحقوق الشعب اللبناني."  وفي هذا الإطار، شددت على أن "الانتخابات النزيهة والشفافة ضمن المهل الدستورية هي ركيزة الديمقراطية وجزء لا يتجزأ من الإصلاح وتضع لبنان على طريق التعافي." كما أكدت على استعداد المجتمع الدولي لدعم العملية الانتخابية.

ورحب اعضاء مجلس الأمن بجهود اليونيفيل للحفاظ على السلام والأمن في جنوب لبنان وبتنسيقها الوثيق مع القوات المسلحة اللبنانية. كما أكدوا على أهمية وفاء جميع الأطراف بالتزاماتها بتنفيذ القرار 1701 بالكامل واحترام وقف الأعمال العدائية.

شجعت المنسقة الخاصة على مد المزيد من الدعم الدولي الى القوات المسلحة اللبنانية وأشادت بالدور الحيوي الذي يقوم به الجيش في الحفاظ على أمن واستقرار لبنان على الرغم من تأثير الأزمة الاجتماعية والاقتصادية على المؤسسة العسكرية وعناصرها.

وفي إشارة إلى التوترات الأخيرة المتعلقة بالتحقيق في انفجار مرفأ بيروت، كررت المنسقة الخاصة دعوات الأمم المتحدة الى العدالة والمساءلة من خلال إجراء تحقيق سريع ونزيه وشامل وشفاف.

وسلطت المنسقة الخاصة الضوء على جهود الأمم المتحدة المستمرة لدعم لبنان خلال هذه الفترة الصعبة والتزامها الراسخ بأمن لبنان واستقراره وسلامة أراضيه.
